【摘要】县域是公共文化服务体系建设的“末梢节点”，高质量发展的重点与难点都在基层。当前县域文化馆普遍面临服务内容单一、供需错位、人文关怀薄弱、基层覆盖不足等结构性困境，传统展演展览模式已经很难回应县域居民在精神减压、情绪疏导和心灵滋养方面的现实诉求，其中乡村留守群体、县域老年群体与青少年群体的精神文化供给短板尤为突出。本文把县域文化馆当作核心载体，尝试把轻量化、普惠化、非治疗性的艺术疗愈，嵌入到县域公共文化服务体系当中，主动避开了一线城市场馆那种专业化、小众化的发展路径，立足县域的人口结构、资源约束和基层痛点来展开本土化研究。综合运用了文献研究法、案例分析法与归纳演绎法，把艺术疗愈在县域场景里的适配机制和服务模式梳理清楚，把它的独特惠民价值讲明白，也把人才薄弱、经费有限、受众分散、认知不足、运营粗放这些落地梗阻系统地辨识出来，进而提出一套适配县域资源禀赋、低成本、可复制、能常态化的实践路径。研究的目的，是想补齐基层文化服务在精神关怀上的缺口，推动县域公共文化从“有形覆盖”真正走向“有效惠民”，为新时代县域文化惠民 sd 工程的落地和基层公共文化的提质增效，提供一份能拿过来就用的学理参照和实践范式。

[Abstract]County-level regions serve as the "terminal nodes" of the public cultural service system, where both the priorities and challenges of high-quality development lie at the grassroots level. Currently, county-level cultural centers generally face structural difficulties such as monotonous service content, a mismatch between supply and demand, weak humanistic care, and insufficient grassroots coverage. Traditional models of exhibitions and performances have struggled to meet the real needs of county residents for mental stress relief, emotional 疏导 , and spiritual nourishment. Among these, the shortcomings in the spiritual and cultural supply for rural left-behind groups, the elderly population, and the youth in county areas are particularly prominent. This paper takes the county-level cultural center as the core carrier, attempting to embed lightweight, inclusive, and nontherapeutic art therapy into the county-level public cultural service system. It deliberately avoids the specialized and niche development paths of first-tier city venues, conducting localized research based on the demographic structure, resource constraints, and grassroots pain points of county areas. By comprehensively employing literature review, case analysis, and inductive-deductive methods, this paper clarifies the adaptive mechanisms and service models of art therapy in county-level settings, elucidates its unique public welfare value, systematically identifies implementation obstacles such as weak talent pools, limited funding, dispersed audiences, insufficient awareness, and rough operations, and subsequently proposes a set of practical implementation paths that are low-cost, replicable, sustainable, and suited to county-level resource endowments. The aim of this research is to fill the gap in spiritual care within grassroots cultural services, to promote the transformation of county-level public culture from "coverage in form" to "effective benefits for the people," and to provide a readily applicable theoretical reference and practical paradigm for the implementation of county-level cultural welfare projects in the new era and the enhancement of quality and efficiency in grassroots public culture.
